Fulbright Keeps Moving Forward Despite Budget Uncertainty

As the fiscal battle wears on, Marianne Craven, managing director of the bureau’s office of academic programs, says she is “cautiously positive” that Fulbright will survive relatively unscathed.

The barriers to renewable energy are many. It’s not just a matter of the draconian new Victorian laws against wind farms — the legacy of government support for fossil fuels also hangs heavily over the renewables sector.

The Australian Conservation Foundation (ACF) released a study in March that revealed for the 2010-11 year incentives to fossil fuels — such as the failure to index the fuel excise for a decade — was more than $12 billion. By contrast, climate programs attracted just over $1 billion. And this ACF figure includes $100 million for clean coal — not a real climate expenditure in most people’s view.

The fossil fuel incentives are built into the economy in an ongoing way. They are a stable environment for investment. The climate expenditure tends to be sporadic — liable to change at the whim of government.

The other legacy hanging over renewables is the privatisation of the energy sector. Prior to privatisation of Victoria’s State Electricity Commission in the 1990s, its workshops in the Latrobe Valley began building wind turbines. The project was abandoned with privatisation.

Author Sharon Beder wrote in her 2003 book Power Play that, following privatization: “A report commissioned by electricity distributor Origin Energy found that … Victorian brown coal plants had, to a certain extent, displaced the cleaner NSW black coal plants and SA gas plants in electricity generation.

This leads to higher energy prices — partly through the use of expensive peaker plants (which may only operate for a few days of the year, but charge exorbitant spot prices) and partly through upgrading the electricity distribution network to accommodate peak loads.

It is a golden opportunity for reducing demand (by energy efficiency in buildings, for example, and installing solar panels) to reduce prices. But renewable energy is also keeping prices down.

Over the last five years, South Australian wind power has grown to provide 20% of that state’s electricity, largely displacing their import of dirty Victorian electricity. Over that time, carbon emissions have fallen from 9.8 to 8 million tonnes CO2 equivalent, despite an overall increase in electricity use, and wholesale prices have fallen.

Clearly, renewable energy has a valuable role. It actually works, despite the years of naysaying that it is too unreliable and too expensive. In fact, renewable energy continues to become cheaper. Solar panels have now reached cost parity with coal power in some regions of Australia.

It is becoming harder and harder to quarantine Australia from the developments in renewable energy, which the extreme anti-wind laws in Victoria are a testament to. These restrictions won’t hold new technology out forever — but that’s not an excuse to be complacent.

The battle on now is between gas and renewable energy. In the competition to displace Old King Coal, gas is the preferred option of capital. Railroads aim to replace or revamp aging bridges

Heavy coal and grain trains, more frequent passenger-rail traffic, extreme temperatures, and rain, snow and ice are taking a toll on rail bridges. Decades of service are compromising their condition, as well. Many U.S. rail bridges are close to or more than a century old.

With bridges and trestles continuing to age and wear out, there's a growing need to rebuild or replace many of them. So, railroads are pursuing projects designed to do just that.

Hundreds of bridges are monitored by Norfolk Southern Railway engineering department officials, who maintain an inventory that includes a description of each bridge. All bridges are inspected at least annually, condition is recorded and performed maintenance is logged. The Class I's bridge program typically involves many projects performed simultaneously.

"Approximately 100 bridge projects in the rehab or construction phase are going on at all times on the system," says NS Chief Engineer of Bridges and Structures Jim Carter.

A Swedish company hopes to open an $8 million, 500-employee factory in Crossville, Tenn., and is taking job applications for its first foray into American manufacturing.

Mold forces closure of 4 classrooms at Marshwood Middle School

The district hired a consultant to examine the suspect substances — possible fungal growth — on the tiles and to measure the indoor air quality to see if immediate action was needed. Randomly dispersed suspect fungal growth spots were found on tiles in several rooms in the seventh-grade wing, according to the report. Air samples were taken at 10 locations to see if the suspect mold fungi were airborne and no significant levels were found. The report recommended the mold be removed and that the cause of the presence of the mold be determined to prevent further contamination.

“We do need to remove those substances from the tops of the tiles and wipe down all of the surfaces,” Nash said.

There will be a meeting after the evaluation work is complete and a maintenance plan will be developed, possibly next week.

City officials light up for GE solar panel plant

City leaders are sunny about the largest solar panel factory in the nation coming to Aurora next year.

The $600 million solar panel manufacturing facility, dubbed the PrimeStar Solar Plant and owned by General Electric, will create more than 350 jobs, GE officials announced Oct. 13 at Aurora Economic Development Council’s annual A-List banquet.

City officials touted the project, saying the $600 million solar panel facility could boost solar energy presence across the state.

“This is one of the biggest deals that’s been done in the state in a long time,” Gov. John Hickenlooper said to the more than 1,500 people who attended the A-List banquet at the Hyatt Regency Denver.

Aurora is expected to generate more than $16 million in sales taxes and property taxes over 10 years beginning in 2012 as a result of the deal, said Yuriy Gorlov,Whilst oil paintings for sale are not deadly, business development manager for the Aurora Economic Development Council.

The economic coup for Aurora comes on the heels of an announcement this summer between Aurora and Gaylord Entertainment to build a massive, $800-million, 1,500-room facility in northeast Aurora. The Gaylord deal is still contingent on state funding from the Regional Transportation Act.

The 400 megawatt solar panel manufacturing facility will be massive, GE officials said, taking up the equivalent of 11 football fields. It will be built at East 32nd Avenue and I-70, on the north side of the Majestic Commerce Center.

It’s touted as being the country’s largest 400 megawatt solar facility and will begin churning out solar panels in 2012 that will be ready for commercial sale in 2013. The facility will produce enough panels each year to generate electricity needed to power 80,000 homes.

The plant will be run by GE’s Arvada-based PrimeStar solar division, which it acquired earlier this year. As an incentive to snag the facility, Aurora agreed that up to 3 percent of sales tax revenue generated would be reinvested into the business, Gorlov said.

GE officials said they didn’t land any federal incentives for construction costs.

Family resurrects original plans for remodeling townhouse

The original owners of this 2001 Reston townhouse opted out of what they considered costly or undesirable upgrades. When Chuck and Andrea Sullivan purchased that house in 2008, they opted in, bringing back options erased from the original blueprints.

Building upon existing floorplans and roughed-in plumbing, Summit Remodeling installed a fireplace in the family room and converted a closet in a basement powder room to the shower it was intended to be. The result is a family room and full basement bath, upgraded beyond expectations.

The townhouse is situated among a cluster of city-style rowhouses located walking distance from Reston Town Center. Because her mom visits often Andrea Sullivan wanted the bath fitted with grab bars. Laurie Crum, a design consultant with Summit, found stylish brushed nickel bars.

"There are more options for baby boomers," said Crum, who champions Universal Design as commonsense remodeling. "You don't have to get the ugly gas station bathroom bars." Smaller mosaic tile covered the shower floor and the same tile was used as an accent boarder in the shower. Peering through his window inspires artist's works

A barrister by training and trade, Waisberg is a self-described impressionist/expressionist painter who said he never wanted to make art his livelihood, because, in his mind, there are too many extremely talented artists out there compromising their art by worrying about what sells.

"It's artistic - no matter how much you're prepared, when you walk into a courtroom, it's show time...and when you're in a court of law, you're the advocate for your client. While Waisberg also dabbles in virtual painting on Microsoft Paint, oils are his medium of choice, while his west-end neighbourhood is his choice subject.

Four disabled people found locked in 'dungeon' in US

Four mentally disabled people have been found locked in a basement in Philadelphia, US.

One of the victims was found chained to a radiator in the room, described by police as a “dungeon.”

The building's landlord, Turgut Gozleveli, found the four people in the disgusting 10ft x 15ft boiler room amid bedding, a flat board with a pillow and a single bucket for the group to urinate in.

There was not enough room in the dungeon for an adult to stand upright in.

Gozleveli, 71, made the discovery while he was collecting tools from the basement. He heard dogs barking and a chain locking a door to another room, which he went to inspect.The additions focus on key tag and magic cube combinations,

He said: "I asked them what they are doing here, and how they got in. There was no communication. I asked questions and I didn't get any answers."

Gozleveli freed the chained man and called the police.

The malnourished victims, three men and one woman, were taken to a hospital and are receiving medial attention and counselling.

All four victims, aged 29 to 41, are said to have the mental capacity of 10-year-olds and as such, interviewing them has proved difficult, according to Ray Evers, of Philadelphia police.

Three people have been accused of locking them up so as to collect the victims’ disability benefits. They have been charged with kidnapping, aggravated assault, false imprisonment and other related offences.

The British Horseracing Authority’s decision to impose radical new whip rules a week before such a big day was utterly insane. They had the choice of bedding change in over the next six months of all-weather Flat racing, and therefore dealing with any glitches that might arise, or chucking them into the mix just before one of racing’s big days. Only a lunatic would have gone for the latter.

However, the dysfunctional response of the jockeys to that error has made them as culpable as the regulator as far as plastering the sport with negative press.

The bold decision to move Champions Day to Ascot from Newmarket appeared to be fully justified having attracted a crowd in excess of 25,000. And for that the ‘modernisers’ – Racing For Change, should be congratulated.

But their chief executive, Rod Street, is either highly deluded, or loyally covering someone else’s backside, if he really believes that mucking around with the whip rules in the run up to his new meeting was not a PR disaster. And on Saturday he was sticking to his guns.

“Sometimes everything goes right and the planets align to deliver something special. This was one of those days,” he concluded.

Hamilton Square native Karin Miller is back in tennis

“This is all new to me,” said Miller, who hasn’t played much tennis in the past 10 years. “Now I’m on the other side of it. It’s a learning experience for me, but I’m doing well.”

As many of you know, the Eve Kraft Community Tennis Center, home of the Princeton Tennis Program, was hit hard by Hurricane Irene, with 55 inches of water on the courts and about 30 inches of water in the lobby. The massive cleanup is progressing. The restoration company removed every bit of drywall, wood and tiles that were four feet and lower. All the desks, computers and metal cabinets were trashed.

PTP has spent the last seven weeks recovering.For the last five years Air purifier , The tennis courts have been sanitized and re-surfaced. All insulation (eight feet and lower) and protective mats (for the steel beams) were replaced. They have new carpeting, tiles and walls in the lobby, kitchen, and ladies locker room. Starting tomorrow, people will be allowed to enter through the lobby for the first time. They still have more work to do before the entire first floor is finished, but are excited about the students seeing the renovated lobby area and allowing spectators in the lobby.

On the morning of April 8, 1982, the Israeli chemist Dan Shechtman wrote "10-fold???" in his notebook.

Little did he know this annotation would lead to a Nobel Prize 29 years later for "the discovery of quasicrystals".

As (hopefully) every schoolkid knows, all matter can be classified into one of three phases: solid, liquid or gas.

Solids are distinguished by the fact that their constituent atoms are fixed firmly in place and, in contrast to those in liquids and gases, cannot move about freely.

We can further subdivide solids into two groups, crystalline and amorphous, depending on whether or not the atoms (or ions) in the solid form ordered, repeating patterns in three dimensions.

Examples of amorphous solids are soot and glass - in both of these substances, there is no such order of the atoms.

Common household substances such as sodium chloride (salt) and sucrose (sugar) are crystalline and the regular arrangement of atoms and ions leads to beautifully-shaped crystals with which I'm sure you are familiar.

Eventually, however, Shechtman was shown to be correct, and examples of crystalline substances with 5-fold, 8-fold, 12-fold and 18-fold symmetry are now known.

Crystalline substances displaying these unusual symmetries are called quasicrystals, because while they display short-range symmetry, there is no long-range repetition of the pattern, a situation once thought impossible.

Indeed, thanks to Shechtman's discovery, the scientific definition of a crystal was changed in 1992 to incorporate quasicrystals.

“And we started at Ufford and worked our way up towards Southwold and across to Beccles. We found this place and we thought it so wild, so amazing that we put an offer in even though we couldn’t see it properly because the whole area was buried under six feet of snow.”

Having spent much of his freetime constructing their dream home, he is now about to return to teaching. He says that teaching has helped give his own work a new burst of life – making his recent work much more impressionistic.

Light frequently floods his pictures and you are never entirely sure where the light source is coming from.

This is reflected by the design of his studio which is surrounded on all sides by large windows looking out onto open fields and those famous Suffolk skies. Even on cloudy, overcast days light floods into the room and Hugo transfers this to his canvases.

He loves windows and likes blurring the line between what is inside and what is outside. He said that as his work has taken on a greater impressionist influence he works hard at keeping a light touch. He is wary of appearing too heavy-handed.

“I don’t want to paint pictures that look anyway agonised over. They are, for me, celebrations of life. They are about light and colour and the things that make one want to get up in the morning.

Hugo hopes that next year his Suffolk house will provide a rural escape and a focus on landscape painting.

“In fact one of the very odd ironies of moving back to London was that no sooner was I back there than I became incredibly interested in painting landscapes again. I am really enjoying working back here in Suffolk and getting to grips with the Suffolk landscape.”

The last five years have provided Hugo with something of a creative rebirth. In 2003, he was so disillusioned with his work that he piled a sizeable number of completed canvases into a large heap in his garden and set light to them. South African cave yields paint from dawn of humanity

A hundred thousand years ago, not long after Homo sapiens emerged as a species, a craftsman — or woman — sat in a cave overlooking the Indian Ocean, crushed a soft rusty red rock, mixed it inside a shell with charcoal and animal marrow, and dabbed it on something — maybe a face, maybe a wall.

Unearthed in 2008 and described Friday in the journal Science, these paint “tool kits,” researchers say, push deeper into human history the evidence for artistic impulses and complex, planned behavior. Previously, the oldest evidence of ochre paint was found at another site in South Africa dated to about 60,000 years ago.

“They probably understood basic chemistry,” said Christopher Henshilwood, the archaeologist who led the discovery team.

Traces of paint on the tools show that the cave-dwellers mixed ochre — red or yellow minerals that contain metal oxides — with bone marrow, charcoal, flecks of quartz, and a liquid, probably water. Paint experts at the Louvre in Paris performed the analysis.

With ground ochre as the base, the marrow and charcoal acted as binders. The quartz could have made the compound sticky, with water — in the right amount — providing the proper consistency.

This deliberate mixture “implies that people at the time had complex cognition,” said Lyn Wadley, an archaeologist at the University of Witwatersrand in Johannesburg. Wadley studies early ochre paint but was not involved in the research. “They could multitask and think in abstract terms,” Wadley said.

The cave, called Blombos, sits in a cliff on the coast of South Africa about 180 miles east of Cape Town. It shows signs of human use starting 130,000 years ago. Protected from wind and rain and close to seafood, antelope and other game, the cave apparently made for an inviting stopover for wave after wave of nomadic hunter-gatherers.

Henshilwood, who splits his time between the University of Bergen in Norway and Witwatersrand, began excavating Blombos in 1992, digging through layers of animal bones, crustacean shells and other evidence of occupation during the Paleolithic, or Stone Age.

But the deepest layer, which the team reached in 2008, was different. Instead of scattered remains, two tidy “tool kits” emerged, covered by sand. Both included fist-size abalone shells and lay in neat piles.

In one kit, a round stone sat inside the shell. Six other grinding or pounding stones were arrayed around the shell and were probably used to smash the ochre.They take the Aion Kinah to the local co-op market. Ochre comes in colors from mellow yellow to raging red. Whoever made the ancient paint selected only the brightest of reds.

“It could’ve been ornamental,” Henshilwood said. Even today, groups in southern Africa paint their faces and torsos with ochre to identify which group they belong to or whether they’re married. Ochre paint can also serve as a sunscreen and an insect repellant.

For whatever reasons the paint was made, early humans had a fondness for ochre. “Nearly all” South African sites from the Paleolithic show ochre, and it has been found at ancient sites in the Middle East and Europe, Henshilwood said. But all of those finds are tens of thousands of years younger than the Blombos paint kits.

The discovery adds to other early artistic treasures at Blombos, including 49 beads smeared with ochre and large pieces of ochre inscribed with cross-hatch patterns that date to 77,000 years ago — widely recognized as the oldest known art.

The cave walls show no paintings, but quickly accreting limestone would have obscured any obvious signs, Henshilwood said.

He plans to return with lights that can detect traces of ochre paint. This is a very large and complex topic and we can probably talk for hours on this, each of us. However, the piece of news that’s brought this to the forefront this week is the announcement that Avaya is acquiring Sipera, which is a security and SBC company. So what this actually means is that now all the leaders of the Gartner Magic Quadrant for UC have their own SBC technology: Microsoft, Cisco, Siemens, Avaya and Alcatel-Lucent. And some of the kind of secondary and tertiary players also have a security element.

So clearly, this is an admission that session border control or network edge security is critical for UC, and this raises just a host of points that we’re going to try and cover today. I’d like to call first on Marty Parker.

So most enterprises are finding, and recommendations from their IP telephony providers, that they should install a session border controller. It’s seen really as part of the network infrastructure. The application, the IP PBX is delivering voice and media and signaling into the network, in through switches, in through routers, and then if it wants to go out through the edge it will use a session border controller for that interface – products like the Cisco Unified Border Element, the Cube and products like that are well known. As Russell said, everybody in the Gartner Magic Quadrant for UC has them. Also, the leaders in the corporate telephony magic quadrant all have it.

Since we have them, the big question is how is that market going to evolve? And clearly what’s happening is that SBC functionality, the denial of service protections, the man-in-the-middle protections, the hidden protocol protections, all of those sorts of things are being done by very fast software.ceramic Floor tiles for the medical, And they will over time be built into other products, whether it’s routers or it’s PBX gateway products, we’re going to see those built in. And then over time we’ll see another shift because in the end a SIP session or a connection to the internet should be part of, and most enterprises want it to be part of their integrated threat management. Because every enterprise of any size has some version of a threat management program for everything I’ve said about real time communications as well as all the non-real time communications. It’s going to be a very rapidly developing world, I think, because software has that tendency. Claus Hoie's Whalers Live On At East Hampton Marine Museum

Many of these works can now be seen in a permanent exhibit at the East Hampton Town Marine Museum on Bluff Road in Amagansett. He took a photo of the bug and texted it to his girlfriend saying: "I'm being eaten alive."

"However, the information given by the junior doctor was incorrect.

"Advice from a consultant dermatologist, having seen the photograph supplied by Mr Davis, is that the object appears to be a lesion, tick or mite.

"This is based on a number of facts about the nature of bed bugs.

"Bed bugs do not burrow into skin, they are microscopic in size and do not survive on the rubber mattress covers that are on every bed or the high temperatures at which hospital bedding is laundered."

The statement continues: "The Trust has robust procedures to decontaminate beds and bedding and to change bedding between patients.

"While he was a patient at the hospital Mr Davis was admitted to two wards for short periods, with clean bedding on each bed that he occupied.

"Taking all this into account, together with the fact that ticks or mites are normally acquired from animals or while walking in grassy areas, the Trust categorically denies that Mr Davis acquired any bug while a patient at this hospital."
