Town shows resolve to rebuild

DUQUESNE, Mo. | Signs of recovery are beginning to sprout in the southwest Missouri town of Duquesne, severely damaged by the same tornado system that devastated Joplin last month.

About 60 percent to 70 percent of the town on the eastern edge of Joplin was damaged by the May 22 tornado, and at least eight people died. Piles of debris and the remains of homes and businesses still dot the town's landscape.

But last week, progress was noticeable. New street markers and stop signs have been installed, numerous residential and commercial permits have been issued, and some rebuilding has begun, according to the Joplin Globe.

City records show 250 homes were destroyed and another 250 were damaged. City officials decided against enacting a moratorium on new construction, as Joplin has done.

"We've lived here 46 years," said Bill Crampton, who along with his wife, Donna, decided to stay and repair their home. "We're not going anywhere."

At the Fast Trip convenience store, which was leveled by the storm, new rebar was up, a concrete slab was scheduled to be poured, and work had already begun on the foundation and plumbing. The store owners hope to reopen in 50 days.

"There is a lot of optimism in Duquesne right now," Mayor Denny White, 69, said Wednesday from his bed at Freeman Health System in Joplin.

He had been admitted Tuesday for treatment of a respiratory infection that his wife, Cathy, attributed to working nearly around the clock since the tornado. He was discharged Thursday.

White attributed part of the progress to help from outside the city.

But he also praised Duquesne's residents.

Uniontown blasts unnerve residents

As Uniontown police Wednesday picked through shards of glass scattered by an explosion the night before at a tire business on Fayette Street, a bomb squad was called in to remove a suspicious device made of two soda bottles left at a gas station several blocks away.

Those incidents, along with an explosion last week that damaged a car, have put some residents on edge and triggered multiple investigations by the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

"We don't know at this point if there is any connection. We are treating them as separate incidents right now," said ATF spokesman Steve Bartholomew. "We are trying to determine what caused each of the incidents. They are still fresh scenes."

Bartholomew said three similar incidents in one community within a week "definitely is nontypical."

A four-block area was cordoned off yesterday afternoon around a Shell gas station at the corner of heavily traveled Morgantown and Fayette streets until the suspicious device could be removed. Detective Donald Gmitter said city police "are looking at several people" who may be involved with the car explosion, a few blocks east of Schiffbauer Tire. He said the owner of the car, whom he did not identify, is not a suspect.

A state police fire marshal is working with a forensic team to process evidence from that explosion, Gmitter said.

Bryant Pond lodge gets solar panels

The University of Maine 4-H Camp and Learning Center in Bryant Pond has installed a major solar system in its first year-round building that will help it become a net-zero user, or perhaps a positive generator, of electricity.

All it will take to start is a flip of the switch, said Josh Baston, project manager with ReVision Energy of Portland whose crew is installing 5- by 3-foot solar panels over portions of the 776-square-foot Lakeside Lodge roof this week.This is interesting cube puzzle and logical game. The center will have a dining hall and a commercial-style kitchen and will hold 36 people. It will have classroom space, a museum and a library holding mineralogy collections, books about the environment and conservation and other Maine-related themes. The lodge, which is still under construction, will incorporate as many "green" features as possible, including the solar panels and recycled-newspaper insulation throughout the building, said program Director Ryder Scott.

The solar panel system itself is designed to help educate students and others about solar power. The construction of interpretive signs will allow anyone to come into the building and see on a computer screen how much electricity the panels are generating at any given time. The signs are being created through funding from the Maine Community Foundation, Scott said.

The 103-kilowatt solar panels will generate about 14,000 kilowatt-hours of electricity per year, offsetting about 18,200 pounds of carbon, said Fred Greenhalgh of ReVision Energy. "It's a pretty sizable system."

Baston, of ReVision, said the panels will produce electricity that will go into the Central Maine Power grid system. The flavors at Cafe Pintxos are simple and bold. Ajo asado (roasted garlic, $8) complements a small bowl of its title ingredient with crumbles of smooth, lightly tangy Cabrales cheese and a "balsamic jam" with the vinegar's sweetness and tang and a prunelike fruitiness ¡ª served, as are many of the offerings, with a selection of crostini and toasted pita.

A plate of five albondigas (meatballs, $9) had a nutty, slightly herbed edge, and a balanced flavor and texture resulting from a combination of ground beef and ground pork.

Cured meats showed up on several plates. Jam¨®n serrano y asparagus (serrano ham and esp¨¢rragos, if you're translating in both directions, $10) had crisp asparagus and razor-thin slices of ham spruced up with a touch of lemon sauce and grated Manchego cheese, while mel¨®n, chorizo y alcachofa (translated on the menu as cantaloupe, sausage and mint, $7) skewered sections of link sausage ¡ª like a hot dog but with complex spicing ¡ª among slices of sweet, ripe cantaloupe flavored with shredded mint.

"Drop the bottles. Fight like a man," Richard told Boutros, who was four feet away

Richard then pulled out his gun and fired at Boutros, who was hit in the stomach and liver before the bullet exited his body.

An RCMP officer on patrol in Whistler village heard the sound of breaking glass and then saw the shooting. He and his dog chased down the shooter.

At trial, a jury convicted Richard of second-degree murder.

B.C. Supreme Court Justice Christopher Hinkson, in sentencing Richard to life in prison with no parole for 16 years, said Richard had accepted a "violent and illegal lifestyle" and the sentence imposed was to deter similar gun-related crimes.

"The killing of Mr. Boutros was motiveless, impulsive and senseless," Hinkson said.

On appeal, Richard argued the trial judge erred in instructing the jury as to how to assess evidence and on the issue of self-defence.

A three-judge panel of the Appeal Court found no error by the trial judge, so unanimously dismissed Richard's appeal.

Quakes put coal trade in jeopardy

It has been 10 days since state-owned mining firm Solid Energy was last able to ship its coal exports to international customers.

The only South Island facility with the equipment required to export the company's minerals - Lyttelton Port's coal wharf, near Christchurch - took a hit in the June 13 aftershocks and remains out of action.

The rest of the port was up and running 96 hours after last week's quakes.

Lyttelton Port chief executive Peter Davie said work was continuing on strengthening piles beneath the coal wharf's ship loader.

In the meantime, Solid Energy's exports of West Coast coal are travelling by rail to the port, where they are stacking up in a holding area.

Solid Energy extracts, processes, markets and distributes various types of coal from mines around Greymouth and Westport on the West Coast, as well as New Vale in Southland and Huntly,Houston-based Quicksilver Resources said Friday it had reached pipeline deals south of Auckland.

More than half of the firm's output is exported to customers in countries such as China, India and South Africa, where the coal is used in the production of steel, carbon fibre, activated carbon and silicon metal.

Many residents come and go, viewing the sparkling, sprays of water with no idea of what it takes to keep things ship-shape.

Roger knows. He brings equipment downtown about every five weeks during the months when the fountain is in use. Because there is no filtration system and our climate is humid, the water becomes foul in a short time.

He begins by removing a vertical pipe-like plug that has an overflow valve at the top. The water drains from the circular structure in about an hour and a half. Power-washing of the liner's sides and bottom follow. But there are objects to be removed, such as rocks and money -- all introduced by people.When the stone sits in the kidney stone, Pump units, all the pipes and even the housing units for the lights must be cleared of the accumulated grime.

On a recent June day, Roger replaced five of the light bulbs. There is a supply thanks to General Electric. Protective grids have to be removed from atop the bulb's unit. Three water pumps work hard to toss the moisture into the air. The high center spray is flanked by a ring of seven shorter sprays. After several hours, Roger brings in the garden hose and starts the process of refilling the fountain, an eight-hour procedure.
