US chip card debate heats up

A bigger cause for concern, however, is that the US does not yet have a comprehensive system for collecting and reporting statistics on payment fraud, which would allow the industry to respond swiftly and effectively to new attacks.

Sullivan argues that the UK system for capturing and monitoring such information was a critical asset enabling the payment card industry to respond to the new trends in fraud that emerged during the transition to chip-and-PIN cards.

Even then, water is rarely far from my mind. While the Tsauchab may be an elusive sight, its effects have become legend: the ghostly salt pan of Sossusvlei, which fills up as a desert lake; Sesriem Canyon, carved by the river over centuries; and Deadvlei, strangest of all with its black, twisted trees and surrounding walls of sand. Devoid of moisture, this place is defined by it anyway.

THERE was no timetable for an iWatch or for an iTV. There was, however, the promise of perhaps the biggest share buyback in American corporate history. Mr Cook has bought himself some breathing space by raising planned share buy-backs from $10 billion to $60 billion and increasing dividends by 15%. However, he still needs to produce new blockbuster offerings to bolster future growth. Ever since he replaced Steve Jobs at Apples helm, speculation has mounted that the company has lost some of the magic that produced the iPhone and iPad.

Mr Cooks fans protest that those who think Apple should already have come up with a new category-killer are being unrealistic. A few years between big ideas is nothing to worry about. And they note that the iPad and the iPhone are still minting money. In the first quarter of 2013 Apple reported revenue of $43.6 billion: an 11% increase compared with the same period in 2012, and a figure that exceeds the combined sales of Google and Microsoft.

But Apples margins are being squeezed by the introduction of the iPad mini, which is less lucrative than bigger iPads. In its latest quarter the firms gross margin shrank year-on-year, from 47.4% to 37.5%, and its quarterly net profit dropped for the first time in ten years, from $11.6 billion to $9.5 billion.

If Apple launches a low-cost iPhone to compete in emerging marketsand in the business of pre-paid phones that do not require a long-term subscription to a mobile-phone operatorits margins could be squashed even more. That could affect its share price. Ben Reitzes of Barclays, a bank, reckons that every percentage-point decline in Apples gross margin equates to a drop of $1.40 in earnings per share.

Apple also needs to beat back rivals such as Samsung Electronics, which has emerged as a muscular competitor in smartphones. Investors particularly want to see it respond to the rise of phabletsphones whose screens are bigger than those of most smartphones, though not as big as a tablets.

Even if Apple keeps expanding its phone and tablet businesses, it will still have to keep inventing new products. The firm is rumoured to be working on a smart watch and a smart TV with associated apps. It is also looking at mobile payments. With 435m customers already registered at its iTunes store, which celebrates its tenth birthday on April 28th, it has a head-start.

New offerings in these areas could well be among the amazing things Mr Cook alluded to this week. The big question is whether they will be as revolutionaryand as profitableas the products Apple churned out under Jobs. Mr Cook has played his cash card. Now he needs to turn up trumps on the innovation front, too.

NYC Park After the Storm

West Pond, as it is known, is one of a pair (the other being East Pond) along the route of the Atlantic flyway. Last October 29, the stunning blow that was Hurricane Sandy breached the ponds, opening them to the saltwater marsh, and wrecked much else in Gateway, which is part of the National Park System and encompasses three units: Sandy Hook in New Jersey and Staten Island and Jamaica Bay in New York.

In Sandy Hook, where the Coast Guard tidal gauge broke during the hurricane when the water level topped 13 feet, the storm shifted dunes into parking lots; swept the Tiki Bar in Sea Bright off its foundation and left it in pieces on the beach three miles away; and demolished the stage where Sandy Hook Foundation-sponsored summer concerts were held, leaving only a set of stairs to nowhere to commemorate its existence. Paths were ripped up, and electricity, water, and sewage were knocked out. "It was like a washing machine on an agitator cycle," said Pete McCarthy, Sandy Hook's unit coordinator.

In the Jamaica Bay section of Gateway, wind and water lifted an entire dock from Riis Landing on Rockaway Peninsula and propelled it a mile and a half across the bay to Plumb Beach, where it came to rest with a deck chair and pair of flip-flops still on board, as if teleported magically through air. The storm flooded the Jacob Riis bathhouse, buried playground equipment in sand, and tossed propane tanks, sailboats, and trees onto the shoreline. In all, the park suffered $180 million in damage, the amount appropriated for repair.

Sandy, and the wreckage left in its wake, has amplified questions that have dogged the park, which has struggled since its inception with underfunding and an unfocused sense of purpose and identity. And the storm prompts a more immediate and urgent question: Is there a silver lining to Sandy? Can this disaster actually spur the remaking of Gateway, which has been accused of failing by some but is beloved by many?

Gateway National Recreation Area was established in 1972, the same year as its bookend urban counterpart on the West Coast, Golden Gate National Recreation Area in San Francisco, California. The premise behind its foundingthat of taking parks to the peoplewas a departure from the classic National Park Service (NPS) mission of preserving historic and natural resources. Despite a visitor population of more than eight million people a yearnearly all day-trippers (summer is high season because of the beaches)Gateway is still a work in progress.

Unlike iconic national parks like Yosemite with its Old Faithful or Mount Rainer with its eponymous peak, Gateway has no spectacular centerpiece. It's a scattered realm, agrees Gateway's superintendant Linda Canzanelli, who argues that diversity is the park's strength. "There are 20 things that could make it a national park," she says, ticking off 60 miles of shoreline, wetlands, marinas, and historic buildings. The NPS, she says, has been working to correct a series of mistakes. "It has to be a destination park, not just a nine-to-five city park. We need things like camping, youth hostels, and hotels. We didn't understand the role of recreation and organized sports in the park, and we didn't focus on the fact that New York City is lucky to have a premier park system; we didn't try to establish a separate identity."

To which one might add another problem: transportation. "For those New Yorkers without cars," then Senator Harrison A. Williams, Jr., of New Jersey said in the 1970s, "Gateway might as well be in Wyoming." Although the problem is being worked on, the subway stop nearest to the Jamaica Bay Wildlife Refuge nature center is a mile away. Many other parts of the park, like Floyd Bennett Field, are a longer trek, and the only option for getting to Sandy Hook, other than by car, is service by ferry from lower Manhattan at the cost of $45 round trip.

A follow-up editorial in the New York Times called the park "one of the more discombobulated units in the National Park System." Although the fine print at the bottom of the NPCA report carried the caveat that it represented a snapshot of the park in 2007 and did not necessarily reflect its current state, Alexander Brash, NPCA's northeast coordinator, says not much has changed since then . . . except Sandy, which he calls a gift from heaven. "Sandy wiped the slate clean. Now there is money to repair, fix, and reconstruct. For once there is a better vision in place. It's a golden opportunity to make a great urban park."

That better vision comes in several guises. In July, the City of New York Department of Parks and Recreation and the NPS signed an agreement allowing the two agencies to cooperatively run 10,000 acres of federal and city-owned parkland around Jamaica Bay. The coating is a vanadium oxide material that senses temperature changes and adapts to either reflect heat or transmit heat, all while remaining invisible to the human eye. During cold weather, the coating allows the suns natural heat to warm the interior of a building, cutting heating costs. But when temperatures rise, the coating switches to reflect heat, keeping the interior cool and comfortable and saving on cooling costs. This reduces energy consumption in buildings by making them more efficient.

Now in its 13th year, Panasci TEC awards seed money and business services to the team that presents the best plan for launch of a viable new business. Twelve local ventures have been launched with first-place prize money since the UB competition began; most are still in business.

The competition, created by the School of Management and STOR, is funded with a $1 million endowment from the late Henry A. Panasci Jr. to facilitate and promote the commercialization of UB-generated technologies.

Nitish Kumar aims to transform jails into reform centres

The CM inaugurated the visitors' complex and visitor management system at Beur model prison. The most ornate card is the Honest Long Cut Tobacco card featuring the Modern Ocean Greyhound, a three-masted steamship. There was likely a collection of numerous ships sold with packages of tobacco.

March 2012, in a hit-back at the courts attempt to follow the money and compel the national football federation to bring its rogue agent Jack Warner to book, attorney Om Lalla asserted that improper pressure was being brought on the Federation and its executive to coerce them into action against his client and former de facto boss of the Trinidad and Tobago Football Federation (TTFF).

The Lalla accusation followed half a dozen years of courtroom manoeuvres thrown up by Warners frontmen, Oliver Camps and Richard Groden, to dodge a volley of full-disclosure orders made by the court for the federations accounts. The Camps-Groden-led TTFF repeatedly failed to produce full and accurate financial records, as ordered, and disclosed instead four sets of conflicting accounts done by Warners accountant-in-chief, Kenny Rampersad.

It was only when they were threatened with contempt proceedings that Camps and Groden admitted to the controlling role Warner played from behind the scenes. His previous lawyer on record, Om Lalla, who is also Warners substantive local counsel, in correspondence addressed to Ali and submitted to the court, took apparent umbrage with the tone and specific nature of the Camps request.

In criticism directed at the presiding judge, Devindra Rampersad, Lalla said: We wish to express our grave concern at what we can only describe as what appears to be improper pressure being brought on the TTFF and its executive to coerce them into action against our client. We have sought the opinion of Senior Counsel on this matter and, should the occasion arise, we will take the necessary steps to strenuously protect the interests of our client. The letter noted that it was Camps who organised the business of football through the TTFF and LOC Germany 2006.

He, however, omitted to mention that LOC Germany was a Warner-Rampersad creation in which Warners son, Daryll, and longtime secretary, Patricia Modeste, were also directors together with Groden and Camps.

Lalla noted: Your letter states that you are instructed that our client received monies, gifts, donations, grants and other benefits for and on behalf of the TTFF and for the benefit of the TTFF. If by this it is meant that our client was personally/beneficially in receipt in his own name of such gifts and other like donations and benefits, we are advised that your instructions are totally incorrect.

Lalla said Warner was well known for the prominent role he played as TTFFs special adviser in national and international football,Choose the right bestluggagetag in an array of colors. and made clear that his client was never personally, in his own name, in receipt of monies, gifts, donations, grants and like benefits on behalf of the TTFF either as agent or servant which were not handed over or deposited to the accounts of the TTFF and LOC Germany 2006.

He held that: All contributions were made directly to or in the name of the TTFF and or LOC Germany 2006. Lalla neglected to mention the small detail of the tens of millions of public and private sector funds redirected from TTFFs bank accounts to LOC Germany and other private Warner corporations or the fact that Warner had exclusive control of LOC.

He contended that all monies received on behalf of the Football Federation were either payable or made payable to TTFF and/ or LOC Germany and not to our client in his personal capacity.

Lalla countered that contrary to the claim of Warner being reluctant to assist the court, we are instructed to assure you that at all times our client has given full and honest disclosure of all rele-vant information within his knowledge.

Lalla argued that: The imputation contained in your instructions that our client in some way failed to make honest and full disclosure of all of the sponsorship revenue was disappointing and deeply resented and rejected. He said, Nothing could be further from the truth, and noted that Warner had re-doubled his efforts to determine if there was further information relevant to the courts enquiry that he might have overlooked.

Lalla pointed to the audited accounts of the TTFF and a reported $15 million debt owed to Warner for cash advances made to the federation. He noted that in addition to the $15 million debt stated in TTFFs audited accounts, Warner had been instrumental in providing leased premises to the federation, to which outstanding rent of over $1 million was owed.

Ignoring the built-in conflicts of interest related to Warners lease arrangements with related football bodies, the Lalla letter stated: This is mentioned not by way of any threat of immediate action to recover these outstanding monies but to demonstrate the fact that contrary to the imputation inhe-rent in your instructions the attitude and position of our client to yours has always been generous and not predatory.

He also did not go into the opaque and confusing accounting picture created by the several sets of Rampersad-produced accounts and the huge and conflicting gaps between the different Rampersad-disclosed sponsorship income and the $205.6 million figure provided to Mike Townley by the previous administration.

Townley, the English lawyer for the Soca Warriors, said recently Warner and the Football Federation had shown a shameful disregard for the process of law. He declined to talk about the specific settlement numbers currently under discussion with TTFFs new boss, Raymond Tim Kee, but was clear that: The dispute reached a point of stalemate with the TTFF refusing consistently to provide the accounting evidence that we need to establish the players entitlement.

According to him: There have been all sorts of games played out over the past years with the intention of hiding the real figures for the revenue gene-rated from the 2006 World Cup. TTFF initially were happy to produce accounts until we pointed out that they were manifestly false, and then they tried to blame Jack Warner for keeping all the relevant information to himself.

We are left now with little option but to petition the court for the winding-up of TTFF so that an Insolvency Trustee can open an investigation into where the money has gone.

Townley said: Before the credibility of the TTFF and those managing it were brought to nought with all their lies they used to regularly lambaste the claimants for not respecting the sanctity of the court. They are a parody of themselves.

He said things reached a farcical level when we applied to join Warner to the action and the same lawyers claimed to represent Warner and the TTFF and refused to acknowledge the obvious conflict of interest even when this was pointed out by the judge.

The roster of lawyers representing both the football federation and Warner up to last year included Dereck Balliram, British QC William McCormick and Om Lalla. Documents obtained by this newspaper show that on March 5, 2011, Lalla sent an e-mail about the previous days CMCs (Case Management Conference) hearing to several persons, including clients Warner, Camps and Rampersad.

The e-mail noted in part: The two major issues to have been determined was the time frame for the preparation of detailed accounts as per the Order.Elpas Readers detect and forward 'Location' and 'State' data from Elpas Active RFID Tags to host besticcard platforms. The time given is three months which is very generous given the last comments of the judge and opposition of the claimants. Unions must speak for all workers

American attitudes and the union movement have come a long may since I first became involved with labor in the 1980s. My union training was from fire union leadership who fought in World War II and Korea. They were tough, they never complained, and they got the job done. In fact, they would roll over any obstacle that stood in their path without a second thought. 

Firefighter union leadership was all white and all male. Their focus and their mantra and what they instilled in young leaders like myself was wages,Cheap logo engraved luggagetag at wholesale bulk prices. hours and working conditions. Stay away from social issues, stay away from issues that cant be addressed at the bargaining table. 

This philosophy dates back to Samuel Gompers.A group of families in a north Cork village are suing a bestplasticcard operator in a landmark case. He was a strong supporter of these principles, focusing efforts at the bargaining table rather than the ballot box. The problem with the 1980s mantra is what it ignores. Workers come in all shapes and colors. To focus only on what can be achieved at the bargaining table ignores the fact that our union movement must speak for all workers not just those who are fortunate enough to hold a union card. 

Two years ago, when the Oregon AFL-CIO passed a convention resolution supporting same-sex marriage, some were caught off guard. I personally received telephone calls from people who were outraged that we took such action. 

Why would anyone be caught off guard? We represent union members who are lesbian, bisexual, gay, and transgender.An experienced artist on what to consider before you buy chipcard. And if we fight for all workers whether they are union members or not why would the Oregon union movement push the LBGT community to the curb and turn a blind eye to a basic human rights issue, one with significant economic impacts on Oregon workers and their families, at that?

By staking out a position on comprehensive immigration reform, we will ensure that undocumented workers who have been excluded from any protection on the job have a voice. Comprehensive reform means tighter control and oversight of a guest worker program that allows employers to bring in workers from outside the United States. Documents show Milwaukie-based Metro Area Collection Service, for example, was fined $30,000 in February for using offensive and insulting language when dealing with debtors and for threatening them with arrest, a warning they have no legal authority to make. Collectors also did not immediately identify themselves when contacting debtors. The DOJ has received 34 complaints against the six-employee collection agency since 2009. 

And last fall, Leading Edge Recovery Solutions was fined $30,000 after the DOJ alleged one of its collectors failed to identify himself and threatened debtors that the amount of their outstanding bills could increasea violation of state law. 

But the biggest fish netted by the department was Derrick McGavic, a Eugene lawyer who, at the time, was king of the debt collectors. The agency forced McGavic in 2011 to quit the debt-collection business and surrender his bar license.

SRH is a team which has got loads of talent, but this talent was not being used in a profitable way for the team. The potential in their bowling attack was not realized fully during the previous couple of editions. Despite having some wonderful all-rounders like Vihari and Ashish Reddy, who can chip in with useful cameos, the team was not able to perform as a unit. However, this time the role for each player is cut out in the team perfectly. Every player seems to be aware of the teams plan and what role he has to play. For instance, Thisara Perera knows that he needs to get those quick runs during the death overs and pick up useful wickets with his bowling. The skippers role is to steady the innings during the middle overs and Steyns job is to keep the scoring rate low at the start. So far, everyone have been performing their roles brilliantly which are reflected in the good results produced. Of course, they have lost two matches but have showcased some good cricket in those too. 

As the new mentors of the team, Pakistani ex-player Waqar Younis, Indian opener Kris Srikanth and ex-Australian pacer Tom Moody seem to be working quite hard with the young talent this team possesses. With a strong bowling attack and some good medium pace all-rounders, this team cannot get better bowling coaches than Waqar Younis and Tom Moody. Their guidance will certainly help them handle tough situations in the death overs. Also, the explosive ex-Indian batsman Srikanth can also give some tips to the top order batsmen about getting runs at a quick pace. VVS Laxman is also one of the mentors and there cannot be anyone better than him to train the youngsters regarding handling pressure, as he did it in almost all the Tests he played for India. So, this bunch of young talented players seem to have found their rhythm and form with these three exceptional mentors training them. The hard work has definitely yielded some good results, as they have clinched 2 of their 3 victories in immense pressure situations. The team has shown that it is capable to handle pressure and turn it around. 

One more main reason for the Sun group owned franchise to have clicked so far is Sangakkaras decision to back the Andhra players to do the job for him. Of course, some have failed, but they have proved that they have the resilience to come back from such situations and win games. Whether Sangakkara will lead his team to the playoffs, or will Hyderabadis have another IPL to forget, only time can tell.
