Bedford County Board of Commissioners approved two budget amendments, adjusted two probation fees, and authorized a vehicle swap that had already taken place between the sheriff's department and the drug task force.

The commission approved a budget amendment covering several county departments and a separate budget amendment for the county school system. Budget amendments are mid-year documents that adjust the budget to reflect unexpected expenses or revenues and bring the budget back into balance.

The county budget amendment document reflected expenses such as the county's contribution towards utility relocations next to a state street-widening project on Railroad Avenue; refinancing of a county bond issue; and rent revenues from the Regions Bank building recently purchased by the county.

But new probation director Joyce Reed said the $20 fee would be more affordable while still having a deterrent effect.

Commissioners suspended their rules to consider one routine item not on their agenda. A disclosure form related to the recent county refinancing needed to be included in commission minutes, and so the rules were suspended and that document was accepted as part of the minutes.

Then, Wilson wanted another rules suspension, to discuss recent issues related to Bedford County Emergency Communications District (E-911) and Bedford County Communications Center.

Wilson didn't specify exactly what he wanted to discuss, but the com center was recently hit by a state audit accusing its former director of massive improper spending.

Meanwhile, the Emergency Communications District, an independent body which operates the com center under a contract with the county, has gotten some pushback from the City of Shelbyville when it asked the city to enter into an agreement and begin contributing financially to com center operations.

Suspending the rules to consider something not on the published agenda requires 12 votes -- a two-thirds majority of the full 18-member commission -- no matter how many happen to be in attendance. Wilson's request got only nine votes by show of hands -- a simple majority of the 16 members present, but not enough to suspend the rules. So Ray fulfilled his own prediction by declaring the meeting adjourned after only 15 minutes.
