were evacuated from the Margaret Morton Government Center. Police

dogs for a walk through the building after a grenade was found inside.
Hours
before Finch spoke, police and FBI agents raided a Park Avenue
apartment and arrested the occupant, Morris Roberts, a scruffy,
42-year-old former U.S. Army combat engineer with an expertise in
grenades and demolition techniques, on federal terrorism charges. Police
seized laptops which will be analyzed to determine if any bomb-making
sites were accessed, and for other possible links to the crime.
Members
of the state police bomb squad removed what they determined to be a
World War II-era smoke grenade which was modified to contain a black
powdery substance but could not cause damage.
"It
had to be treated as an explosive device," Finch said. "It shut down
government for a number of hours. Forensics had to be completed on the
office where it was found."
Roberts'
arrest comes as a result of detectives Martin Heanue and Todd Hoben
poring over videos from the area mostly captured by passing Greater
Bridgeport Transit District buses, and on police Officer Jeff Long
spotting the suspect's vehicle on Park Avenue last month. The trio put
together the case along with Lt. Christopher LeMaine and Sgt. John
Andrews, who is assigned to the federal Joint Terrorism Task Force. Then

Roberts,
who told a deputy U.S. marshal that he needs his anti-psychotic
medication and suffers from a back injury, repeatedly insisted he was
innocent during his appearance before U.S. Magistrate Judge William I.

On
several occasions, Garfinkel warned Roberts, who has a Jamaican accent,
against making additional comments which could be used against him.
"But
it also could free me," insisted Roberts, who is represented by
Assistant U.S. Public Defender Kelly Barrett, who also is lawyer for
Kevin Wallin, the city's meth-dealing priest.
Assistant
U.S. Attorney Anastasia King told Roberts that he is charged with
possession and transportation of an explosive by a convicted felon and
making a threat to kill, injure or intimidate people or damage a
building. Both charges carry a maximum of 10 years in prison upon
conviction.
Garfinkel granted King's request to detain Roberts without bond pending a further hearing next week.
The
series of events that landed Roberts in jail began around 10:30 a.m. on
a cold, wet February morning. At that time, a man gave a bag containing
papers and a cardboard coffee cup to a city contract employee with
instructions to deliver it to the Office of Internal Affairs on the
Government Center's second floor. Police canvassed the area looking for
surveillance film that may have captured that event, and DNA from the
coffee cup will be compared with Roberts'.

The fourth annual carnival put on by the sixth-graders raised money for the American Red Cross to be used for tornado relief at schools in Oklahoma and also for the Salvation Army, Lakeshore Humane Society, and Childrens Hospital of Wisconsin. The sixth-graders voted on the organizations to support, according to Lynn Bushman, one of the schools two sixth-grade teachers.
The event typically raises about $1,200, with half of it going to the school for special projects, such as a trophy case purchased one year. This year, however, they decided to give the schools share to the Red Cross.
Bushman said the impetus for the carnival was wanting to have the kids ... know what it is to volunteer and to give to their community, and to really build the Franklin family, and sixth graders being leaders to the school wanted to do something that would be fun for all yet they could maybe raise a little money that we could give to different charities.
