Pledge for organ donation in form for driving licence

Drivers will soon have the option of pledging to donate their body organs in case of a road fatality. The road transport and highways ministry is now formulating a norm making it mandatory for state transport departments to incorporate this provision in the application forms for obtaining a driving licence. 

In recent months cities such as Bangalore, Mumbai and Pune have started this initiative. "This practice is followed widely in developed countries. Once we have the smart card based driving licences issued by all states, the chip will have all possible information stored about the driver including his pledge to donate organ," said a senior transport ministry official. 

He added that Centre's notification will bring uniformity across the country. There will be an extra column in the application form for an applicant to make this declaration. At present, in Bangalore, Mumbai and Pune applicants submit an extra form for this purpose. 

While response of people to this new initiative in Maharshtra cities is yet to be assessed, Banaglore has already scripted a success story. Organ donation gains importance since at present there is less than one organ donor in a million in India and over three million deaths recorded since 2005 due to non-availability of organs. Countries like United Kingdom had held special drives to sensitize applicants for driving licences to join this campaign.

The health care cost, in particular, is expected to rise significantly in coming years, and the annual cost to the state budget to pay for retired employees' benefits already tripled to about $6 billion from 2002 to 2012. 

The nonpartisan Legislative Analyst's Office projects that the unfunded cost just for retired teachers' pensions, which is currently $71 billion, would carve a $2.6 billion hole into the budget by 2016, continuing for three decades. The retiree health care cost, which is unfunded by $64 billion, would cost the budget an additional $1 billion per year, the Legislative Analyst's Office says. This is largely because of lucrative union deals that were handed out during the boom times in the late 1990s. 

"The day of reckoning is coming," said Bob Williams, president of the conservative nonprofit State Budget Solutions. "They continue to underfund pensions. They just keep kicking the ball forward.The term 'streetlight control' means the token that identifies a user is read from within a pocket or handbag." 

But Palmer noted that Brown last year helped push through pension reform for new employees. And this year, the spokesman said, Brown supported a directive from the state retirement board to pay down retiree costs faster starting next year, saving money over the long run.
