There is barely enough time to clear the New Year before we spill into the streets in a blaze of colors adorning sports fans and Mardi Gras revelers alike. With the coming of 2012, it seems that along with the revelry, art events are becoming moveable feasts for the eyes, dodging the momentum of the black and gold and purple.

New Orleans, the center of the universe when it comes to celebration, fares well because the arts in all forms are completely integrated into the revelry. Galleries and non-profit art organizations carry on with their openings and events in a spirit of inclusiveness with an occasional tweaking of their timing. On the north shore, necessity dictates a different strategy and, on occasion, rescheduling may be the better solution.

Flexibility is easier for venues with a broad focus. On Jan. 6, Three Rivers Gallery hosted their Grand Opening on the evening of Twelfth Night, kicking off the gallery and the Carnival season at the same time. Carnival themes have roots here. Gallery artists including Charles B. McGowan, Max Ryan, Gail Glassman, Donald Maginnis, Max Ryan, and Larry Allen among other well known regional favorites, displayed colorful works of art well received by an audience of viewers who seemed in tune with the artwork while enjoying that first bite of king cake.

Three small monochromatic were new additions to the display. Mardi Gras floats on an intimate scale bring a sense of humor and frivolity to this series of ceramic sculptures by Covington artist and educator John Hodge. Hodge’s mastery of the medium of clay, his use of glazing to accentuate form rather than color, and his wildly imaginative inspiration is a treat for the senses. In restraint he maximizes an expressive response to one of our most ubiquitous cultural symbols appearing at this time each year. Restraint is probably not the word the artist himself would use for his work. He tells of the emergence of the float series: “I was modeling the manger for one of the nativity sets I make each Christmas, pounding a wad of clay in my hand with the side of a stick of wood. Suddenly, the form reminded me of the back of an old fashioned papier-mch Mardi Gras float.”

Hodge is never shy about how his process flows and his ability to turn himself over to the muse. He continue: “I use little press molds when I make the three wise men for the nativity sculptures. I reworked the wise men into members of the krewe and the rest is history.”

A willingness to go with the flow is sometimes necessary for art organizations as well, and can make a difference in attendance at exhibition openings and performances. Police station at top of SPLOST wish list

After detailing the electrical, security and air vent system flaws of the outdated Centerville police station for an hour, City Administrator Patrick Eidson leaned in and laid it out straight.

“It’s falling apart,” he said. “I just don’t know no other way to put it.”

The current police station is located on North Houston Lake Boulevard in a 53-year-old building, opened when the city incorporated and required only one officer, Eidson said. The building originally housed the police department, the fire department, the water department and City Hall. A library was later added on.

Those departments have since moved to new and improved facilities. The police department remains -- now with 18 officers.

Over the years, two additions were added to the original house-like structure. With those additions came new -- and separate -- air ventilation and electrical systems, officials said. The attic is a cobweb of those wires and ducts, and labels tell the employees which switch controls which room’s temperature.

“We’re barely getting by with the facility we have,” said Chief Sidney Andrews, adding that the city has spent about $50,000 in the last two years to keep the building functioning.

The internal layout of the building has become puzzling and inefficient with the new additions, Eidson and Harley said.

“It’s a maze and what you would consider wasted space, but that’s because of how the maze is, you really can’t use the space,” Eidson said.

Security cameras have been installed to watch the two holding cells, which are black metal cages bolted to the ground with little more than six inches separating them from the ceiling. He said the current facility also is preventing the department from receiving state accreditation, which would lower insurance premiums and set the city up for grants.

City Council approved a measure this year to allow McLees, Boggs & Selby Architects, a Macon-based firm, to inspect two city-owned properties -- land behind the old library on Church Street and the current police department -- for viability. The work was done at no cost under the condition the firm would lead the project, Eidson said.

Andrews and Eidson said they envision a modern two-story building that is about the same size as the current building -- which is almost 3,000 square feet -- but with more efficient spaces.

They said they also want the building to be as up-to-date in technology as possible, have secure holding cells, a secure evidence room and a single ventilation system.

The officials said plans for the new facility have halted until the March referendum vote. If it doesn’t pass, the city won’t have the funding, they said.

“Council wants to wait and see what the voters have to say before plans continue,” Eidson said.

Of that, $637,000 in the proposed project list would pay off costs from a water and sewer extension to the Century Oaks area in the southeast part of town, Eidson said. “That will pretty much just about get everybody ,” he said, noting some areas cannot be serviced because of topographical problems.

Eidson and Harley pointed to $475,000 to retire transportation-related debt -- listed in the 2006 SPLOST -- and the current City Hall building -- listed in the 2001 SPLOST -- as examples of the penny sales tax at work.

“It takes the burden off of the (property) taxpayer on things that would take other taxes to do,” Harley said. “This is certainly the way to do it.”

"He wants to help," the mother said.

Synthetic drugs can put a family in upheaval, Wyant added.

In addition to the mother speaking before the commission, Kathy Hines of the TN-ZERO task force on stopping synthetic drugs and Sheriff's Lt. Egon Grissom spoke.

"Our children are dying at astronomical rates," said Hines, a La Vergne resident who is retired from a career as a detective in Detroit. "One out of nine teens have used some form of synthetic drugs."

Grissom noted that local convenience stores are selling synthetic drugs under packages called bath salts or black fertilizer to simulate marijuana, methamphetamine, cocaine and Ecstasy.

"These drugs are much worse than any other drug you know because of the psychotic effects," Grissom said.

He noted that the National Poison Control Center reported that the first seven months of 2011 had 13 times as many cases of people harmed from synthetic drugs than in all of 2010.

To put a stop to it, synthetic drug dealers need to face punishments much stricter than a $200 misdemeanor fine, Grissom said.

"Put some bite into it," Grissom said.

In addition to the resolution on synthetic drugs, the commission approved spending $224,000 more to repair the brick exterior at the County Jail, which is structurally sound otherwise. “Our architect was Jimmy Denholm from the James Denholm Partnership,” Campell-Gibson says. “We’d seen his work in Perthshire and his designs are quite distinctive and very well proportioned. Dog is doing hard time after eating bat that might be rabid

Nancy Apthorp is allowed to visit her faithful companion, Maggie, at the local dog pound, but the get-togethers are strictly "no contact."

The 9-year-old boxer/Dalmatian mix was overdue for her rabies shot when she munched on a dead bat last month and is under quarantine.

In human terms, it is as if Maggie has been sentenced to three months in prison followed by three months of probation.

Apthorp, a borough resident and business owner, brings fresh bedding and treats to the visits. She talks to Maggie and holds her hand up to the Plexiglas that separates human from canine. Other friends from the borough also stop in to see the "prisoner." They all hope the ordeal will end soon, since Apthorp has retained a dog-loving attorney, Denise Ansell,wholesale Recorder pen for sale have always been on the priority list of males. in an attempt to get Maggie "paroled."

Apthorp feels she's failed Maggie, whom she rescued eight years ago after finding the dog cowering behind a stone wall on North Main Street.

"It's my responsibility," said Apthorp. "I didn't have her inoculated on time and I'm upset that she is being punished for this. Fine me, do whatever you want. I'll go in the cage. To make her suffer for it is not fair to her."

Maggie has been good to Apthorp, she said, staying by her side in her Water Street boutique, Indigo Bleu, accompanying her on errands and helping her mourn a dear friend who died in a car crash.

The dog was three months overdue for her rabies shot last month when she picked up the bat remains. Apthorp rushed Maggie to the Stonington Veterinary Hospital, which contacted the town. Animal Control Officer Rae Jean Davis ordered Apthorp to turn the dog over for three months of quarantine at the animal shelter followed by three months of quarantine at home.

When Apthorp brought the partial bat remains to the state laboratory, she was told that she would have to go for a series of rabies shots since she touched the bat.

"I told them I washed my hand," she said. "They said, 'Well, you can't wash the virus off.'"

The laboratory found no rabies, but the test results were inconclusive since the carcass was badly decomposed. Maggie cannot be tested for the deadly virus, since the only reliable method is to euthanize the dog and examine her brain tissue.

Both the vet and local officials say they are following the law, but Apthorp and Maggie's legal team say the dog was seized illegally and the local authorities have no jurisdiction over the matter.

Ansell said only the state veterinarian can order a dog quarantined.

"They have no jurisdiction to be holding the dog," she said. "Without the state vet having decided how long to quarantine the animal, they are without proper jurisdiction and the matter should be dismissed."

Ansell enlisted the help of the New York-based Lexus Project, an organization that provides free legal services for dogs and signs on to lawsuits to act in the best interest of the animals. Lexus attorney Richard Rosenthal said that keeping Maggie "incarcerated" is like a death sentence, since the dog is old and frail.

"We're asking the court to immediately turn the dog over and vacate the (quarantine) order," said Rosenthal. He too, said the local authorities have no jurisdiction.

"More important, they can only take the dog in if they have a reasonable belief that the dog has been exposed to rabies,Buying a Best Cell Phones for sale from seller in another country." Rosenthal. "In as much as they have already tested the bat remains and were unable to find rabies, they don't have a reasonable suspicion."

Maggie's vet, Richard J. Willner of the Stonington Veterinary Hospital, said the state rabies manual has very clear guidelines for a variety of scenarios, ranging from the obviously rabid animals to suspected rabid animals to vaccinated and unvaccinated animals that are exposed to rabies.

"The key to this whole particular issue is that not being current (on the rabies shot) puts you in a whole different category," he said. "In this instance, the bat was in such a debilitated state the test was inconclusive."

The incubation period for rabies is "extremely variable," Willner said, and can take up to six months. An animal that bites somebody must be quarantined for only 14 days, he said, because even though the animal could develop the virus after 14 days, if it is not showing symptoms, it is unable to transmit the rabies.wholesale GHD Flat Iron Online Shirts at low prices!

That does not apply in Maggie's scenario, he said, because if an animal is bitten it can take up to three months (or longer) to develop symptoms.

"None of the vets I've spoken to really feel the law is burdensome and unreasonable," Willner said. "We obviously are for people's pets and love them, but we also have a responsibility for public safety."

Willner said that rabies, a virus that is almost always fatal, has been endemic in the area for 15 to 20 years and that he received a report of a rabid cat just three weeks ago from a Pawcatuck veterinarian.

"It's here," he said. 'It's going to stay. "The most common transmission of rabies to dogs and cats is probably via raccoons. The most common form for people is via bats."

Cats and dogs do not often get rabies from bats, he said, though when a cat or even a human gets rabies from an unknown source, a bat, which is a tiny animal with strong, sharp teeth, is often suspected.

Maggie's three-year vaccination, which had expired three months before she picked up the bat, may still have been effective against rabies, but there is no way of knowing for sure.

"Vaccines rarely ever immediately end," Willner said. "All that ends is the testing that's been done on them. Apthorp worries that Maggie is not being let out often enough and said the dog is defecating on her bedding and is biting herself due to stress. Stonington's animal shelter has recently been renovated and is heated. Willner, the vet, said he couldn't attest to the conditions there, since he has never seen the local pound. He said dogs have different reactions, but in most cases, "confinement itself is not the end of the world."

Ansell, the attorney, currently has no dogs and has offered to take in Maggie to her home, which she said is fenced in with Siberian Husky-proof materials. She said she would keep the dog confined and is willing to put her law license on the line to help Apthorp and Maggie.
