Often fasts attract little by way of public sympathy. Mainly because the causes are either frivolous, politically orientated or amount to emotional bullying. Town shows resolve to rebuild

DUQUESNE, Mo. | Signs of recovery are beginning to sprout in the southwest Missouri town of Duquesne, severely damaged by the same tornado system that devastated Joplin last month.

About 60 percent to 70 percent of the town on the eastern edge of Joplin was damaged by the May 22 tornado, and at least eight people died. Piles of debris and the remains of homes and businesses still dot the town's landscape.

But last week, progress was noticeable. New street markers and stop signs have been installed, numerous residential and commercial permits have been issued, and some rebuilding has begun, according to the Joplin Globe.

City records show 250 homes were destroyed and another 250 were damaged. City officials decided against enacting a moratorium on new construction, as Joplin has done.

"We've lived here 46 years," said Bill Crampton, who along with his wife, Donna, decided to stay and repair their home. "We're not going anywhere."

At the Fast Trip convenience store, which was leveled by the storm, new rebar was up, a concrete slab was scheduled to be poured, and work had already begun on the foundation and plumbing. The store owners hope to reopen in 50 days.

"There is a lot of optimism in Duquesne right now," Mayor Denny White, 69, said Wednesday from his bed at Freeman Health System in Joplin.

He had been admitted Tuesday for treatment of a respiratory infection that his wife, Cathy, attributed to working nearly around the clock since the tornado. He was discharged Thursday.

White attributed part of the progress to help from outside the city.

"We've gotten fantastic support from all over the United States coming in to do volunteer work.Not to be confused with RUBBER MATS available at your local hardware store When the (U.S. Army Corps of Engineers) came in, they were surprised that we were that far along," he said.

But he also praised Duquesne's residents.

"It blows my mind when I drive around and look at what's been done," he said. "Duquesne is a small city, but it has a big heart."

Weak Asia-Pac demand to hurt Owens-Illinois Q2

The world's largest glass-bottle maker Owens-Illinois Inc (OI.N) cut its second-quarter profit outlook and warned that margins would fall, blaming weak demand in the Asia-Pacific region and supply chain problems in North America, sending its shares down 8 percent.

Although the company is increasing production and backed its forecast for a rise in global shipments, margins in the quarter will take a hit from increased manufacturing and transportation costs in North America and higher interest rates in Australia.

The Perrysburg, Ohio-based company now expects its second quarter adjusted profit to be slightly lower and margins to fall 3-6 percentage points compared with the year-ago quarter. It had earlier expected earnings to be flat.

Stronger currencies in Australia and New Zealand have also hurt exports of bottles used for wine and beer -- two of the company's key end markets.

"Our wine and beer customers in Australia and New Zealand are facing unprecedented challenges," Chief Financial Officer Ed White said at an industry conference on Wednesday.

White expects the problems to persist beyond the second quarter, prompting the company to temporarily cut production in the region, which accounts for about 10 percent of its total revenue.

It, however, reaffirmed that global shipment levels will rise 5-10 percent in the second quarter.

Other than beer and wine bottles, Owens-Illinois also makes containers for food items, juice, pharmaceuticals and soft drinks.
