India's rural poor give up on power grid, go solar

Boommi Gowda used to fear the night. Her vision fogged by glaucoma, she could not see by just the dim glow of a kerosene lamp, so she avoided going outside where king cobras slithered freely and tigers carried off neighborhood dogs.

But things have changed at Gowda's home in the remote southern village of Nada. A solar-powered lamp pours white light across the front of the mud-walled hut she shares with her three grown children, a puppy and a newborn calf. Now she can now cook, tend to her livestock and get water from a nearby well at night.

"I can see!" Gowda said, giggling through a 100-watt smile. In her 70 years, this is the first time she has had any kind of electricity.

With 40 percent of India's rural households lacking electricity and nearly a third of its 30 million agricultural water pumps running on subsidized diesel, "there is a huge market and a lot of potential," said Santosh Kamath, executive director of consulting firm KPMG in India. "Decentralized solar installations are going to take off in a very big way and will probably be larger than the grid-connected segment."

What Went Wrong In Fukushima: The Human Factor

Japanese officials are still trying to understand all the factors that contributed to the meltdowns at the Fukushima Dai-ichi nuclear power plant.

Officials already have concluded that the plant was not designed to withstand the 40-foot tsunami that hit it on March 11. But it is also likely that workers at the plant could have reduced the severity of the accident if they had made different decisions during the crisis.From standard Cable Ties to advanced wire tires,

Some of the stories from the crisis seem heroic and at times, even quite creative. After the tsunami knocked out the power to the reactors and destroyed the diesel back-up system, plant workers fanned out into the plant's parking lot, which was full of wrecked cars.

"So people were out scavenging batteries out of cars and trucks," says Lake Barrett, a retired nuclear engineer who led the Three Mile Island cleanup. He says that workers brought those batteries into the control rooms, "wiring them with hot wires to the instrumentation to try to determine the water level in the cores, and to control the pumps they had.In addition to hydraulics fittings and Aion Kinah,"

Those desperate measures were clearly not enough. But why the heroics failed is not quite so clear.

"It's like the anatomy of any complex accident," Barrett says. "There are a lot of parts to it. I'm sure there's going to be design features, there's going to be some equipment operability features, and there's probably going to be some personnel features as well."

The plant operators might have done something different if they had better information, better training or perhaps better guidance.

Cultural Stumbling Blocks To Acting Decisively

Some of the institutional issues have already emerged. Japan's own preliminary investigation showed disagreement and confusion over who should be calling the shots. Barrett says this was partly cultural.

"The Japanese decision-making process, of group decision-making and not individual decision-making, might have been a hindrance for dealing with a situation like this," he says. "It's hard to know, but the timeframe demands of making decisions like this, that are multi-billion-dollar decisions, would be difficult in the Japanese culture to do as promptly as maybe it would be done here."

One critical decision was whether to pump seawater into the reactors. That would certainly ruin them, but it could also keep them cool and prevent meltdowns. It appears that the engineers on site hesitated for some hours before they went ahead and did that. "It's quite likely that if the injection of seawater had been initiated earlier, the damage of fuel could have been limited greatly or even prevented," Peterson says. "So I think there are possible pathways by which the severity of the accident could have been substantially less."

'Better Preparation Could Have Made A Big Difference'

Of course, it's easier to see that now than it might have been in the heat of a crisis.

"One has to look at the context of this severe natural disaster," Peterson says. "Many of the staff that were there, they were contractors who had left the site so that they could go to find their families. And so in that context, one can understand why the decision-making process perhaps did not roll out as well as it might have. Preparation means having a plant that's designed to be more robust to begin with. It means having a clear process for making decisions. And — last but not least — it means having a staff that's been trained to deal with disasters.

Preparing For The Worst

That's one area where Japan may have fallen short. Marvin Fertel, president of a trade group called the Nuclear Energy Institute, told a recent panel at the National Academy of Sciences that U.S. reactor operators get better training than their counterparts in Japan.

"What we like for the operators and the security guards when we're operating the plants is just boredom," he said. "Everything is just good. So the time we really want them to train and plan for bad events is when they're in a simulator."

These simulators mimic each specific nuclear power plant closely. That allows reactor operators to practice dealing with extreme emergencies as they would experience them in their own control rooms.

"In Japan," Fertel said, "we understand they: (1) do not have plant-specific simulators: they have generic simulators for the types of plant they have; and (2) they don't have one for every plant.What to consider before you buy oil painting supplies."

That means less-realistic training and less time to practice, Fertel said. Whether better training would have made a difference at Fukushima is something that should emerge from the ongoing investigation in Japan.

Bryant Pond lodge gets solar panels

The University of Maine 4-H Camp and Learning Center in Bryant Pond has installed a major solar system in its first year-round building that will help it become a net-zero user, or perhaps a positive generator, of electricity.

All it will take to start is a flip of the switch, said Josh Baston, project manager with ReVision Energy of Portland whose crew is installing 5- by 3-foot solar panels over portions of the 776-square-foot Lakeside Lodge roof this week.This is interesting cube puzzle and logical game. The center will have a dining hall and a commercial-style kitchen and will hold 36 people. It will have classroom space, a museum and a library holding mineralogy collections, books about the environment and conservation and other Maine-related themes. The mineralogy collection will be from the old Maine Conservation School and some other donations.

The lodge, which is still under construction, will incorporate as many "green" features as possible, including the solar panels and recycled-newspaper insulation throughout the building, said program Director Ryder Scott.

"Whenever possible, we've used local materials for construction of the entire building, within reason," he said.

The solar panel system itself is designed to help educate students and others about solar power. The construction of interpretive signs will allow anyone to come into the building and see on a computer screen how much electricity the panels are generating at any given time. The signs are being created through funding from the Maine Community Foundation, Scott said.

The 103-kilowatt solar panels will generate about 14,000 kilowatt-hours of electricity per year, offsetting about 18,200 pounds of carbon, said Fred Greenhalgh of ReVision Energy. "It's a pretty sizable system."

Baston, of ReVision, said the panels will produce electricity that will go into the Central Maine Power grid system. Most of the power will be generated between 10 a.m. and 2:30 p.m.Save on hydraulic hose and fittings, on sunny days. The solar-panel system has been in use for the past 20 years. "There's nothing radical about it," Baston said.

The system will allow the camp to keep the newly constructed building open year-round without increasing overhead costs, Scott said.

The PUC grant, which is administered through Efficiency Maine, supports projects that use renewable energy technologies, specifically photovoltaic. The grants are funded by ratepayers who opt to support the program.
